“Paket Schweiz–EU”

European Union flag in front of a brick building

The Federal Council has presented the new “Paket Schweiz–EU” (Bilaterale III), a comprehensive agreement package designed to stabilize and modernize Switzerland’s relationship with the European Union. It updates existing treaties, introduces new accords in electricity, health, and food safety, and ensures continued Swiss access to the EU single market.

Key Elements of the Package

  • Continuity: Maintains Switzerland’s bilateral path with the EU, avoiding a policy shift.

  • Market Access: Guarantees Swiss companies smoother participation in the EU single market in defined sectors.

  • New Agreements:

    • Electricity: Facilitates power trade, strengthens grid stability, and ensures competitive prices.

    • Health: Enhances cooperation in crisis preparedness and public health protection.

    • Food Safety: Expands cooperation to non-animal products, improves risk detection, and strengthens consumer protection.

  • Institutional Framework: Introduces dynamic legal alignment, dispute resolution mechanisms, and regular updates to ensure treaties remain effective.

  • Safeguards: Includes a “Schutzklausel” allowing Switzerland to limit EU immigration if serious problems arise, while protecting wage levels through a three-tier safeguard system.

Economic & Social Impact

  • Positive Effects: Studies commissioned by the Federal Council show the package will strengthen Swiss prosperity, secure existing bilateral treaties, and boost competitiveness.

  • Swiss Contribution: From 2030–2036, Switzerland will contribute CHF 350 million annually to EU partnership projects, supporting cohesion and stability.

  • Risk of Rejection: If the package is rejected, Switzerland risks exclusion from EU programs like Horizon (research) and Erasmus (education), weakening innovation and academic exchange.

Political Process

  • Parliamentary Debate: The package is now under parliamentary review.

  • Referendum Possible: If challenged, Swiss citizens will vote on the agreements.

  • Strategic Interest: The Federal Council emphasizes that stable EU relations are vital for Switzerland’s security, prosperity, and international positioning.

The “Paket Schweiz–EU” is not a radical shift but a modernization of Switzerland’s bilateral path. It secures market access, strengthens cooperation in vital sectors, and introduces safeguards to protect Swiss interests. The Federal Council argues that without this package, Switzerland risks losing influence, competitiveness, and access to EU programs.
